What do you mean by simulate? Also, which app is the one that already works (albeit with phone locked)? Might be able to better search and troubleshoot with a clearer idea of what is needed :).
i meant it makes a fake call, that no one is on the other end. the app that works is called Fake Call - Prank Call by Mtat Studio on Google Play
