Way to enforce app usage? Or lock one app behind another

Hi, basically I would want my phone to remind me to use a language learning app for at least 30min before allowing me on instagram. Or like "buy" 10min of instagram by spending 10min on the language learning app. Does anyone know for a solution or tips for this? I had some scripting apl for custom reminders a while back, had anyone had success with something like that?
