What is a relatively easy offline video editor for Windows 11, which replaced Photos Legacy video editor with ClipChamp (and ClipChamp requires OneDrive to edit your creations later)?

I've taught students to do video editing with the simple editor built into Windows 10 Photos. Photos in Windows 11 no longer has a native editor - it's an app called ClipChamp. Unfortunately, ClipChamp will not allow you to edit past projects unless you save them to OneDrive In other words, the kids can create something and save it to my hard drive, but then they (or I) can't go back later to edit. I live in rural Texas, and internet can be spotty. I need a program that will work even if the internet is out. I have an Adobe Pro account, and I tried to use Premiere, but it's got a steep learning curve. Even what little I can do is too overwhelming for most of my students. Does anyone have a recommendation for video editing software that will be easy for middle and high schoolers to learn and that we can use offline?
