Started a new Performance Max campaign for a home services client about five weeks ago. The first two weeks were predictably rough, told the client that upfront, gave them the whole learning period explanation, and they were patient. Week three picked up a little. Weeks four and five have been almost identical: mediocre CPL, low conversion volume, asset groups getting flagged as low quality despite the copy and images being genuinely fine. The thing I keep running into is that PMax gives you almost nothing useful to look at. Search terms are partially hidden, placement data is limited, you can't see which asset combinations are actually driving anything. So you end up in a position where you can't really diagnose it, you can only tweak things and wait again. I adjusted audience signals last week and now I'm basically watching another mini learning period happen. Client isn't angry yet but the weekly calls have that vibe where they're being very polite and asking very reasonable questions I don't have great answers for. Not sure if I should cut this and rebuild as a standard search campaign or give it another two weeks. The account has conversion history so it's not starting from zero. edit: to clarify, the conversion action is phone calls with a 60 second minimum, not just any click or form fill, so the data quality should be solid

Normally a P-Max campaign should have achieved stability. It may not be quite at optimal performance for another several weeks but if I had to ballpark averages I'd say 80% of the way there. This could simply be a volume issue (<25 conversions a month) in which case increasing the budget may help. Otherwise it could be a problem with campaign design or the offer simply isn't performing as expected. For example, if it's a new business with no social proof or brand trust that can make conversions very sluggish. Or if it's simply a poor landing page design that can create friction in getting conversions.

pulling the search terms report through insights is the right first move like the other comment said, but i'd add a couple specific things to check given your setup. first, whats your actual monthly conversion volume on this account. pmax (googles fully automated campaign type that handles bidding and placement for you across search, display, youtube, gmail, all at once) genuinely needs a decent flow of conversions, usually somewhere around 30 a month, before its bidding algorithm has enough real examples to learn who actually converts. five weeks in with mediocre volume for a home services account, theres a real chance youre just under the data threshold it needs, which would explain why every tweak feels like restarting a mini learning period, the system never had enough to learn from in the first place. second, since your conversion action is phone calls with a 60 second minimum, check how much lag there is between the call happening and it getting logged back as a conversion in google ads. If theres a delay of even a day or two (which happens alot with call tracking setups), pmax is bidding somewhat blind on todays traffic based on conversion data thats already a few days stale, that lag matters more for a learning campaign than a stable one. on the "asset groups flagged low quality" thing nobody addressed yet, that badge usually isnt really about your copy or images being bad, its more about not having enough distinct combinations, like if youre reusing the same 3 headlines and 2 images across every asset group instead of having genuinely different angles per group, google flags it even if each individual asset is fine. id also just run a small parallel standard search campaign with your best converting keywords for two or three weeks, since you already have conversion history on the account it wont start from zero, and thatll give you a real comparison instead of trying to diagnose a black box.
