never any reason to change where the coax/fiber comes into the house, just plop your ONT there and run cat5e or cat6 ethernet instead

You are quite confident aren't you. If so, why would they come here asking about it. It really isn't that common to discuss or have ethernet through the house, or the local ISPs come during construction.

I wanted mine in my theater room closet where all my networking equipment is. They wanted to put it in the living room but wife didn't want a hole coming through the wall to that area. (only reason we even changed where it came in was because they only had coax when we bought the home and we switched to fiber). Made it easy to run considering it was a completely unfurnished basement so we could easily route it through the walls and ceiling of the basement where it's at, and I was able to run CAT6a from it's location to the living room and computer room upstairs since there was currently no ceiling to go through. However, I wasn't going to attempt to do the same to the 2nd floor so have 2 Unifi UDB for my sons room being fed of a unify u6 Pro AP for everyone not actually wired to the network.

They put it where you want regardless of greasing their hand. That is their job

ISP will come to your home and connect it to wherever their box is. You will tell them where you want the device and they will try to place it there, if you want it ran through the home it will either be extra or you will have to have someone else come out and do it/do it yourself.

Never? What if the network closet is in the other side of the house? Some people like to have all of that stuff together.

You need to have whatever ISP services your area set it up.

I'm not in New construction but the Internet guy had to run it over 2 streets to connect to my house, it went fine

That's a hell of a hot take, there are plenty of reasons that someone may want it moved.

Call the ISP and set up an appointment. They’ll run the line to your house, drill straight through the exterior wall, and drop the ONT/gateway there. If you want it some particular place plan that out ahead of time and make it easy for them. $100 in cash also helps encourage the tech to put it where you want it. Everything else will be wireless, which works for most customers. Those that want cat 6 runs pay for that separately.

I’d check with the builder first to see if any low voltage work was supposed to be included, then call the ISP. New builds can be weird where the house is complete but the service drop hasn’t been run yet.

It isn't that common for a house to come pre-wired. It should be, but it isn't. Some builders network whole neighborhoods in advance. Others just ignore it. It's a matter of whether they profit or lose money as "internet hookup" is not a reason people pay more for a house. Good advice in this thread.
