I have a monitor that can go up to 240 fps. But to be honest any upgrades would be cool just to get me started with upgrading things myself. My budget is 200-300$.

Have you ever measured the resource allocation of your cpu and gpu while gaming? If one of them around 100% usage thats the first part you should upgrade.
That's not quite how it works. A gpu is supposed to work at 100% when playing games. I would instead be worried if it's not at 100%. While that could simply means the game is just that light, it could also mean some problem where the gpu is unable to utilize itself 100%.
You know what It could be. I do play a lot of older games and at 1080p resolution as well. So in my experience it's not uncommon to not reach that 100%. For instance I recently tested mass effect legendary edition with an rtx 2060 and it barley pushes that card to 80%. But now that you say it. A modern game specifically at a higher resolution if probably going to push the gpu to around 100% So I think a better answer for OP is save up a little more and grab an RX 9060xt. It should still pair well with the i5 14400, even if you wanted an rx 9070xt I think you'd only experience a small cpu bottleneck
