Why is my wall leaking?!?!

From the looks of it where the wall meets floor of my basement its leaking, i removed 2 feet of drywall as it was molding, and had no signs of the source of the leak as it was almost dried up. With everything cleaned up its now leaking again, there are no pipes near this spot. Above this spot is the stairwell, and on outside of the home it the concrete porch. It looks like the water has peeled the paint up a bit, which isnt a big concern. My concern is fixing this so i can repair the drywall. I have zero experience in this at all. How can i fix this. Please help.

I had a similar issue in my basement, poor drainage from the eaves trough, needed to clean them out and extend the Down spouts farther from the house, other potential culprit is ground grading everything needs to be having water go away from the house rather then to it sort those out and reassess... The options after that are not cheap
