Anchor element: Use of Title

Short answer: no, not really. Google has said multiple times the title attribute isn't a ranking factor, and John Mueller has confirmed this on record more than once. Your anchor text ("Elephant jokes") is already doing the heavy lifting for context; that's what gets weighted. The title attribute still has a legit use case though, just not an SEO one. It shows up as a tooltip on hover, which can help sighted users get extra context before clicking, and some screen readers will announce it too (though accessibility folks are split on whether it's reliable enough to depend on; ARIA labels are usually the better call there). So I wouldn't add it thinking it'll move the needle on rankings. If it adds genuinely useful context for a human hovering over the link, sure, throw it in. Otherwise, it's just extra markup for no ranking benefit.

IIRC from an Accessibility perspective, if you are running against checkers, it will ding you. It wants different text for the title than for the link itself.
