Should I spray it in the grooved side of the belt or the flat top side?
Neither. Spraying WD40 on a belt is a good way to ruin a perfectly good belt.
I would first spray wd40 on the belt to see if the noise goes away, if it does than the belt is the problem. If it doesn’t, take the belt off and spin the pulleys to duplicate the noise
