I'm trying to get the guy down to 9k USD cash. But he is so stubborn. Car is pretty solid. It still has a lien on it. It's the sellers second car. At least that's what he says.

It's above book, but with that low of miles he might get it. I suggest looking for an average mile car if you want more of an average price. Thar car with 133,000 should be around $6000, and I bet there are way more examples. A car with that low of miles at that age really isn't reflected in book values. The book says its only a $2000 difference between 33,000 miles and 133,000 miles but obviously most people will pay more than $2000 extra to get basically a time capsule.
