Google CMP help!

Hey guys, i've created a website and want to take it online. Before that i want to implement google adsense on it together with the google adsense cmp ( cookie banner). Since i'm not using any other cookies etc. the google cmp should be sufficient. The issue now is, that the Cookie Banner won't show on my website. After working through all the settings etc i clicked on publish. And in the google adsense dashboard it is shown as "active". Does the cookie banner only appear after google approves my website for ads? Because i still have to get my website approved my google, but i'm worried, that i'll get into trouble because of a missing cookie banner. The thing is, even though there are no ads on my website, the google adscript is still running on it :/ I'd really appreciate any help on that matter!!!!
