Hi, 9070 non XT / 7700X / 750w 32GB / Asus B650-PLUS Playing on TV and I need 4K 60Fps for story games, with FSR Quality/Balanced if needed. Is it worth it to upgrade to 9800X3D for around $130? selling my 7700X and getting 9800X3D tray without warranty of course, is 9800X3D failing rate high with other MB too or only Asrock? Should I go for it or wait for the next gen? Only concern about the 1% / 0.1% in some games, will I still see improvements even if it's locked 60Fps and 4K? Or it will not make any difference in this case and only difference if it's unlocked FPS?

you would see improvement, yes, but you might wait for next gen (sometime early next year, probably)
The problems were with asrock mobos, and tbh in 4k it’s usually ur gpu botkenecking. You might get better 1% but for 130 idk, if you got the money you can get it.
Id save your money and buy a gpu in the future look at benchmark on youtube comparing 4k data between 7700x and 9800x3d and youll see its not worth it.
I mean, it's locked 60 fps. I doubt you will see any difference if you've already capped your frame rate. Locking fps at a much lower value is usually a way i mitigate poor poor time stability. Frame time stability matters more if you have your fps unlocked or locked at a higher fps cap, say 160 fps to meet a 165 hz rr and your fps/1% lows are fluctuating all over the place.
