Looking to upgrade, which component of the two would give best bang for buck?

If you only have 8gb of ram rn, you should upgrade to 16, 24, or 32gb. I mention 24gb because you may be able to reuse & include your current ram
I have 16gb of system ram. The 3050 has 6gb of VRAM
Sorry, I misunderstood your post. Yeah upgrade the 3050, it's the weakest link. Used 3080s are reasonably priced if they're under $300
3050 is the first on the list for sure. If buying new go 9060XT 16GB / 9070 / 9070XT depending on budget, used market depends on what's near you for a resonable price.
