I currently have a white PC with a 9070 XT and a 7600x, and I want to downgrade. Call me crazy, whatever, I just don't use it for its power and I want to make some money off of it by selling it and building a less powerful PC. I only need to be able to do school work, watch shows and movies, occasionally use it for VR, and to play moderately demanding games such as Fortnite, Assetto Corsa, War Thunder and other games while still using mid-high graphics on 1440p with decent framerate. My plan is for it to be an all black, no RGB build with a fish tank case (I have a Lian Li O11 right now and it is just a little too big, I love the design of it, I just want something slightly smaller) I would like to know if DDR4 would be ok for me to use instead of the insanely priced DDR5? and if so, what GPU + CPU combo would you recommend? also how many gb and how many sticks of DDR4 would be best to buy? I would much appreciate if someone would help me create a parts list, as for my budget I would prefer to go as low as I can, lets say $1200 or less for now as long as I am not compromising on quality too much.

Your PC isn't as overbuilt for your needs as you seem to think. It's not like your current PC is worth twice the PC that you need. It's more like 20-25% extra and actually extracting that value is going to be hard and time-consuming.
Honestly for your needs, your 9070XT and 7600X seems like an appropriate spec.
You’ll regret downgrading you can still use it for what you need it for even if it’s not using its full potential. A lot of people play stuff like Stardew and Celeste on their powerful pcs lol
