I wish more apps worked like outliners do; or: Why bookmark managers are all too much alike

To illustrate my point on a concrete example: There are a lot of different bookmark managers out there. They all differ in some way or another; and a number of them are genuinely useful, but barely any of them reinvent the core model. Sure, I can organize my bookmarks (which may be images or URLs; some apps also support plain text) in a folder structure; and even assign tags. But while that is useful to bring order to my bookmarks, it's too short-sighted. In the end I'll still have to throw all my bookmarks relating to some topic into the same folder. In reality bookmarks aren't just a list of URLs though. Compare that to how an outliner works: I can create a document for a very specific topic, and then add multiple URLs to it, structure them, add text as descriptions/notes/labels and so on. In my mind, this is how a good bookmark manager would allow you to organize your bookmarks. Instead of just keeping all of them separate, it would allow you to represent the relationship between a number of URLs by keeping them inside the same "bookmark" item which behaves just like a small outliner document. You can e.g. nest the link to a shipping policy under the link to the item in the online shop. Or add links to the PDF manual. You can put multiple shop items in the same bookmark if they relate. Now, why couldn't I just use a proper outliner for that? I mean, I wish I could. But unfortunately outliners generally suck at handling URLs. First, they generally are file-based, meaning I'd have to mantain separate files for each "bookmark" item I want to create, whereas bookmark managers just save to their own library. Next, they usually aren't able to fetch the title of a URL and require you to edit and set it instead, making it very frictionful to add a bigger number of URLs. Lastly, they most of the time don't support any kind of link previews either. A preview is not needed, or even wanted, for everything. But while I wouldn't want one for the URL to the shipping policy, not having ones for shop items would make it much harder to get a good overview of the document. And, to add another point to that: bookmark managers are already great at what they do. Many allow you to archive the resource at the other end of the URL; the perfect outliner or Markdown editor would certainly support links as well as that, but the easier way would be to just let the bookmark manager handle outlining. To return to my original point: I think there are more apps than just bookmark managers that would benefit from at least supporting a more freeform outline-like structure. e.g. all 1Password entries are separate items, but it might make some sense to be able to nest some related items under another.
