It needs to do the cataloging by either scanning a QR code, a barcode, or taking a picture of the screen, preferably without a subscription and preferably without needing to access the internet. I just need to catalog; I don't need to assess value. TIA

The website has an export (and import) function. Haven't tried it though.
League of Comic Geeks is pretty much what you're looking for (and much more) but needs an internet connection. The free tier is good enough for what you want to do. The app has both a barcode scanner and cover scanner. It's a bit janky sometimes though.
