any apps that simulate a call using the system dialer that works when the phone is in sleep mode?

What do you mean by simulate? Also, which app is the one that already works (albeit with phone locked)? Might be able to better search and troubleshoot with a clearer idea of what is needed :).
i meant it makes a fake call, that no one is on the other end. the app that works is called Fake Call - Prank Call by Mtat Studio on Google Play
