Looking for recommendations for a good personal budgeting app. I've always used excel and I love the infinite customization, but it's inconvenient for my wife to contribute to since she needs to either inform me about every transaction or log onto my laptop. I'm looking for something that we can sync between our phones so that we can make monthly budgets and record expenses from either of our phones, without manually cross-referencing two different local files or anything like that. Nice-to-haves would be cross-platform capability so that I can view it on my laptop, which I prefer to using my cell phone, and export to excel capability for long-term records. Thanks!

[Cashew Budget App ](https://play.google.com/store/apps/details?id=com.budget.tracker_app) This is a good one imo, it has a pro sub if you want to support the creator but it's basically completely free to use it even has a web app as well.
Tho one issue is you can't sync it with cards or banking apps, so all entries have to be manual, you'd key in your balance per account and then you'd need to actually record each and every transaction. It's also possible to do reconciliation to balance it out if you made some small purchases and forgot to key them in.
That sounds like exactly what I wanted, I neglected to mention that I don't really feel comfortable syncing it with my bank accounts. I'll check it out. Thanks!
Wallet (budgetbakers) is so good that it's the only app I ever paid for a lifetime premium (it was only 20€ at the time and the free version is really complete, I wanted premium to be able to sync my bank account)
It's not an app, but it has worked well for a sector of our spending - we use gift cards for eating out, both sit down dinning and fast-food drive-thru. And we buy the cards at Kroger's (grocery store) bc they offer fuel discount points. Gift cards regularly have a 4x points bonus (so a $25 card nets you 100 points). They also typically have promos each month where purchasing (for example) a $25 Lowe's card earns you 200 bonus fuel points. Note, 1000 fuel points gets you $1 off every gallon of fuel, you to 35 gallons. I take 5 gal cans with me when filling to maximize my 35 gallon limit. So it's saving me $35 every time I fill my tank. With the War in Iran nonsense it makes a BIG difference. Also by using the gift cards it removes all the stress when grabbing something in the go - but concern about "my budget", limits decision fatigue in picking a place, makes it easier if it's a group decision. You decide once or twice a month how much you can spend and then pu the cards when you going shopping for groceries. You can also budget BIG things - accumulating cards each month, budget for gifts, home repairs, splurges, even games, movie night or vacations. It's not ideal, but it's easy-to-use, gets me a fuel savings, and it works. Hope it helps.
If you're already ingrained in an Excel spreadsheet, why not use a Google Sheet or similar and add her as a collaborator? Keep it in Drive or OneDrive and share it, then you have access via mobile at all times.
Try BillsTik Pro it's a free app. Export/import data to csv between multiple users. Manual data input only, it's like a streamlined spreadsheet on steroids.

You may also want a price tracker/ shopping list app called Where2Shop. Very simple but very useful. Build your own database and you will never forget which store is the cheapest for the same item. Cross platform.
YNAB meets all your criteria. It's expensive though. It has helped me immeasurably though.
Beacon Budget. Used it for years now. If you're looking for envelope budgeting, this is the best option IMHO.
Monet App has been great for my SO and myself. I believe there is no web app, but it has everything you are looking for.
