With the recent changes to import fees in the EU, DDU (where customer pays all fees) isn't an option for every country anymore like Germany, and there are new handling fees that I pay instead of the customer. It's just so complicated now. Ideally I'd like a way to display all the fees and have the customer pay everything up front - easier for me and for them. But the only app I can find is about £2,000 a year, or you need the pro plan which is also way out of budget. Does anyone else have a good solution?

Look up Teleship, we use it as a shipping option for the USA and EU for DDP shipping. All tariffs and fees are shown to customers during checkout and the service is very good.

Aren’t the changes requiring payment before shipping to certain countries now?
That's only for shipments to the USA
Same situation as you. I added the handling cost into the cost of the shipping (£1 for post, ~£20 for courier) and turned on duties and taxes calculation for the relevant countries in a newly created market. They then see this at checkout. Easy, no added costs from where I was earlier.
I simply make it the receivers problem. I sell a variety of HS code items - too hard otherwise.
If you want to loose customers, show them an itemised breakdown of all charges as you are suggesting. If you want more customers then show them one price at checkout and pay DDP.
