VueScan may be able to do this for you.
I had a very good Epson sheet-fed scanner, but its own scanning software, actually the driver was very finicky. For some reason, I had to reinstall it onto a blank, huge hard drive after the hard drive broke. But it kept saying I didn't have enough space, and I spent days looking on the internet, and others have had the same problem too. (I tried every solution I could think of, and I am a computer nerd.)
I was aware of this program because years ago, I had a film scanner, which unfortunately I didn't keep around. And this program basically works with every scanner in the market. So I tried it and went ahead and paid for the professional edition. It works well. It works actually too well. Very complicated settings you can do, much more than the plain driver that most scanner comes with. And I use it in general with Adobe Acrobat Professional.
Long story short, sorry for going on like this since I use voice dictation to write these answer, I got a Canon sheet-fed scanner instead and threw away that Epson, that piece of crap. And I still keep the program which gets updated almost every month or so.
The setting can be saved under file, and it goes into your Drive C under picture directory, and each one can be tailored to your needs. I don't think the program itself can figure it out if receipt number one goes to Mr. White and number two goes to Mrs. Jones, but you can have each setting specifically tailored to each customer, and it will save into its own folder like you need to.
I am just a paying customer. I don't get anything by mentioning his program.

Claude or ChatGPT could create you a custom python or AutoHotkey script to do it potentially, depending on how complex.
I made scripts that sort our design engineering files onto our server from our local drives, based on letters in the file name being the identifier to move to a certain folder specified i.e DR for drawings, moves it to - Drawings folder in the server, uses the first 3 letters to identify what client folder.
