if i'm reading this right you're looking for a digital asset management solution. if you're unfamiliar with the category you can learn more about them here: https://www.acquia.com/blog/digital-asset-management you then seem to need a DAM solution not for yourself, per se, but for your clients. the best thing to do is search for digital asset management for agencies and see which one scratches your particular itch.
