"All the structure and pipelines" usually means it runs, not that the remaining work is scoped. So anyone decent will quote high or walk. Don't ask for a fixed price on the whole build. Pay someone for two or three hours to read the codebase and come back with what's actually left. Cheap, and you either get a real estimate or you find out early that it needs more than finishing both worth knowing before you commit money.
