Normal for hood vent to be this much warmer? It has a bad smell (not dead animal) that we smell walking by it in kitchen

Your hood vent should be vented outside, and while there should be a damper, it is uninsulated, so if it is warm out, the vent flue is going to be warm...so temperature, yeah, probably expected.
Smell-wise, have you cleaned the vent filter recently? Cleaned the inside of the vent hood as well?

Only been in the house 2 months, and that smell happened our 2nd time cooking.
Further, we had a leak in our attic vent I guess that they claimed caused this condensation in our vent a month ago. They didn’t address anything without hood vent, just the attic vent (inch gap on the roof)
