From the youtube benchmark videos i have seen, the x3d is going to better. But if gaming isn't the only thing you intend on doing, then the 9600x for 1440p with this card should be more than enough to play games on high settings and good fps.
Then take 9600x 100%, the difference is pretty small compared to the 9070 vs 9060XT difference, you can always upgrade the CPU later on newer gen but the GPUs look like the prices will jump again so buy the better GPU now, the CPU will still be more than enough and you can always upgrade later.
7500x3d will be better for gaming. 9600x will be better for productivity.
Quick addition on the CPU question: the only way I could fit the 7500X3D in my budget would be downgrading the GPU from the RX 9070 to a 9060 XT. I'd rather keep the 9070 and go with the cheaper 9600X if that's the smarter trade-off — but open to being told the 3D V-Cache is worth the GPU downgrade instead.
