Peeling wallpaper under paint down to drywall

Our previous homeowner had wallpaper painted over before selling the house to us. I didn’t notice at the time or realize until recently that it might be an issue. We are trying to do some minor updates on one bathroom and in some places where we are working, layers of paint, wallpaper, and what I believe are outer layers of the drywall have peeled off. It looks like brown cardboard. Is there anyway to fix these areas?

The brown is probably the paper beneath the outer white drywall paper. Repair it by applying Gardz, shellac, or oil-based primer (in order of least to most stinky). That seals the brown paper so you can safely skimcoat it with joint compound to create a flat surface.
