Will do, from what I’ve been told so far it’s just a bad ac compressor, is that a shop job or doable by a friend?

That is the AC compressor that you've circled - they are supposed to turn on and off periodically when the AC is running, which will look like the pulley sometimes spinning and sometimes not spinning. It's entirely possible yours may have issues, especially since you mentioned a sound. But a video is always helpful to give more information!
The job requires removing the refrigerant gas currently in the system, then replacing the compressor and dryer, and finally going through a process to regas it - adding oil and UV dye, pressurizing the system to check for leaks, pulling a vacuum to remove moisture, adding the correct amount of refrigerant, etc.
While it's possible to do the compressor and dryer replacement yourself, the sections involving refrigerants require specialized equipment that you won't have, so that would need to be done by a mechanic. They would likely prefer to do the whole job themselves.
