Massive stutter since upgrading to 5800x?

Maybe someone here can point me in the right direction with this. So I recently picked up a r7 5800x since I found one for $80 at Game Exchange (who knew they sold pc parts?), so I figured why not. Already had a 5600x, so it's a little bit of uplift, and I figure I'll actually make a little when I turn around and sell my old cpu. Issue is that since putting the 5800x in my system, I get massive bursts of microstutter. Thought it was maybe my psu not keeping up with power delivery since the 5800x has a higher tdp, so I upgraded to a 750w. I run a RX 6800, so that should easily cover my needs. But still getting microstutter. Tried reseating and repasting in case it's a connection or heat transfer thing. Still stutter. Checked my bios. Good there. Took off my overclock/undervolt off my gpu incase that was part of the issue. Still stutter. Last guess is I need to hardwipe and reinstall old cpu drivers. Anyone else have any advise for direction? When I say huge bursts, I mean about a solid second of stutter and power demand and clock speeds drop. That could indicate a lot of things though. I also question if my bottom end b550m could be an issue with this cpu. No heat spreaders or add ons with this thing
