I'd fork up an extra $10 for the Asrock Steel Legend 650G, which has a A-Rating on the SPL PSU Tier List.

Look up SPL's PSU tier list. You want something with a B or higher rating
Super Flower or EVGA PSUs.
Yes, C tier is perfectly usable and the MSI AxxxBN lineup is a solid budget choice. If it was up to fellas in this sub even the worst low end builds would require at least 850w A tier PSUs. Which is total nonsense of course.
Note: I'm choosing the Ryzen 5 7500X3D and the RX 9060XT 16GB for the combo, is the PSU good enough to feed these two?

This PSU have C rating. Not recommended
It's fine. People get overly anal over tier list rankings, but C ranking doesn't mean a PSU is bad. Those rankings are pretty strict, and B/A tiers just mean very high quality, it doesn't indicate that anything less is bad/dangerous/should be avoided by any means. It's a perfectly serviceable PSU from a known brand. Just nothing great. If there were any genuinely big concerns over it, it would be graded F/E, not C.
