I was planning to get a thermalright phantom spirit 120 SE as my cooler for my first ever PC build. Problem is I don't really know where to RELIABLY buy it from. Local physical stores don't have it, so I have to buy it online. The official thermalright store on AliExpress sells it for like 20$ more than what I see on amazon. But in amazon, I saw some reviews from the top seller that people got coolers that were already used. Some even had their thermal paste still on it and some even reported missing screws, but the seller does have 500+ reviews with 4.8 out of 5 rating. Do I buy the cooler from that top Amazon seller and if not, where did you guys buy your phantom spirit 120 SE coolers?

I have bought likely 40-50 new Thermalright coolers from Amazon, both air and AIOs, and I have gotten a few that were clearly returns. I have also bought other brands on Amazon and gotten ones that were clearly returns. The issue here is Amazon, not Thermalright. Just get it from Amazon, worst case scenario they have a wildly friendly return policy that makes it very easy to get a replacement in a day or two.
Is it reliable though? Would you buy it?

Just S&S by Amazon from the official Thermalright store. Here in the states the 3rd party sellers/shippers are not very common so its very easy to just get it sold by Amazon, that is very region specific though so I cant speak on what you may find.
